Mr David Teo graduated from the University of Singapore (the predecessor of the National University of Singapore) in 1963 with a Science degree majoring in double Mathematics and Chemistry. Before entering the University he was employed by the Ministry of Education as a relief teacher and after his graduation he entered teaching service and taught both GCE O and A level students. He became a certified trained teacher and developed an extreme interest in counseling and helping his students achieve success in their studies and career paths using his analytical and scientific skills acquired from his University and teacher training days. He is proud that many of his former students are now doctors, lawyers, engineers, accountants and successful professionals, some may have even retired.

After a 5 year stint as a teacher Mr Teo joined the Straits Times Group (now Singapore Press Holdings) as Editor in its education publishing division. In this job he had to network with school Principals to keep abreast of the latest development in education. Through his interaction with the principals he realized that there is a dire need for education consultants to provide graduating students with guidance and assistance on their career goals.

His work as a Publishing Editor took him on several trips to UK and there he was talent hunted by Collier Macmillan Schools Ltd, UK for their Singapore branch office and groomed to be their Regional Manager taking charge of their education activities in the Asia Pacific region encompassing both distance education and education consultancy work. When he became owner in 1982 he devoted all the education activities of CMS to education consultancy.

Mr Teo’s vocation in life is to assist students get the best education suited to their career advancement. He takes into careful consideration the students’ academic background and recommends them to the institution which best fits their background and provides them with the training and education needed to achieve their career ambition.

Mr Teo is also active in community service and served as the President of the Rotary Club of Singapore East in 1988/1989. He founded the Institute of Advertising Singapore (IAS) in 1990 with the support of the advertising trade bodies and the Singapore Economic Development Board (EDB) and became its first President. The Institute was launched in 1990 by Mr Mah Bow Tan then a Minister in the Singapore Cabinet. Mr Teo set up this Institute because he felt the need to upgrade the standard of the advertising practitioneers through the continuous education of staff working in this industry. Today IAS is a leading institution in this area and apart from education also actively organises congresses and events for senior practitioners in the industry. As an appreciation for his contribution towards the advertising industry Mr Teo was awarded a Max Lewis Award, the highest award of the advertising industry then.

Over the years Mr Teo has built up a reputation for CMS with thousands of satisfied clients from all walks of life - politicians, doctors, lawyers, engineers, senior civil servants, army officers and senior businessmen.
